FG Seeks Nigerians’ Proposals to Shape 2027 Finance Bill

The Federal Government has invited Nigerians, businesses, investors and other stakeholders to submit proposals that could influence the Finance Bill 2027.

The Federal Ministry of Finance made the call in a public notice issued on Friday titled, “Call for Inputs into the Finance Bill 2027: Shaping Better Fiscal Laws for a More Productive and Competitive Nigeria.”

According to the ministry, the consultation is aimed at gathering practical and evidence-based recommendations to strengthen Nigeria’s fiscal framework, improve the business and investment environment, enhance transparency in public finance and support sustainable economic growth.

The government called for submissions from members of the public, businesses, investors, professional bodies, civil society organisations, academics, public institutions and other interested stakeholders.

It said proposals should identify gaps in existing laws and provide workable solutions capable of delivering measurable improvements to the Nigerian economy.

Areas open for submissions include taxation and revenue administration, fiscal policy and management, fiscal responsibility, transparency and accountability, financial and economic regulation, as well as other issues with significant fiscal implications.

On taxation, stakeholders are encouraged to make recommendations covering tax policy, revenue collection, compliance, taxpayer services, tax certainty, incentives, customs and excise, and coordination among revenue-generating agencies.

The ministry is also seeking proposals on government revenue and expenditure management, budget preparation and implementation, public finance and debt management, and fiscal relations among the Federal Government, states and local governments.

Other areas include budget discipline, financial reporting, institutional oversight, capital markets, investment, cross-border capital flows, anti-money laundering and financial reporting.

The consultation comes amid the Federal Government’s ongoing tax and fiscal reforms aimed at improving revenue mobilisation while making the tax system simpler and more predictable for individuals and businesses.

The ministry urged stakeholders to go beyond general complaints by submitting specific, evidence-based recommendations that address identified weaknesses in existing fiscal laws.

It said the exercise presents an opportunity to help shape policies that could improve the ease of doing business and investment, strengthen tax administration, reduce unnecessary regulatory burdens, promote fiscal accountability and boost productivity and competitiveness.

Small and medium-sized businesses are also expected to use the consultation to highlight challenges arising from taxation, compliance requirements and other regulations that affect their operations and growth.

The Federal Ministry of Finance said submissions must be made on or before Friday, September 11, 2026.

Stakeholders can submit their proposals through the designated email address, financebill2027@fmf.gov.ng, or via the ministry’s online platform.

The recommendations received during the consultation could ultimately influence the tax and fiscal measures contained in the Finance Bill 2027 before its presentation to the National Assembly.
