MAIDUGURI — The Independent National Electoral Commission (INEC) has announced the relocation of Continuous Voter Registration (CVR) centres from four local government areas of Borno State to Maiduguri, citing security and safety concerns.
Borno Resident Electoral Commissioner (REC), Abubakar Ahmad, made the disclosure on Thursday at a press briefing to flag off the 2025–2026 CVR exercise in the state.
The affected LGAs — Abadam, Guzamala, Kala-Balge, and Marte — will now have their physical registration points within Maiduguri metropolis.
“For security and safety reasons, four INEC LGA offices will conduct physical registration at designated locations in Maiduguri. The affected LGAs are Abadam, Guzamala, Kala-Balge, and Marte,” Ahmad said.
He detailed the new locations as follows: Abadam CVR centre will operate from Baga Road; Guzamala’s from the Fire Service Department in 1,000 Housing Estate; Kala-Balge’s from Goni Kachalari Primary School; and Marte’s from Kachamai — all in Maiduguri.
The CVR exercise will span 12 months in three phases, running from August 18, 2025, to August 30, 2026.
Phase one begins on August 18, 2025 with online pre-registration via www.cvr.inec.gov.ng and www.cvr.inecnigeria.org. Physical (in-person) registration starts on August 25, 2025, operating nationwide at INEC offices from 9:00 am to 3:00 pm on weekdays, excluding public holidays.
Ahmad assured that special provisions have been made for persons with disabilities and urged all eligible Nigerians to participate.
Services available during the CVR include:
- Registering first-time voters aged 18 and above
- Replacing lost or damaged Permanent Voter Cards (PVCs)
- Transferring voter registration to new polling units
- Collecting unclaimed PVCs from previous exercises
- Updating records for voters whose PVCs failed verification in the last elections
Ahmad stressed that the commission remains committed to ensuring every eligible voter in Borno has the opportunity to register despite security challenges.
