EERC Warns MainPower Over Illegal Account Creation, Unmetered Billing

The Enugu State Electricity Regulatory Commission (EERC) has issued a stern warning to MainPower Electricity Distribution Limited following widespread complaints that the company has been creating new customer accounts without providing meters.

In a statement, the Commission said it received multiple petitions from consumers alleging that MainPower opened new accounts under the names of existing customers, exposing them to additional estimated billing in violation of state regulations.

The Commission cited Section 35(1)(f) of the Enugu State Electricity Law 2023 and key provisions of the Customer Service Standard and Protection Regulations (CSSPR) 2024, which mandate that no new connection should occur without the installation of a meter and required accessories.

According to the regulation, “The process of connection shall comprise the connection of residences or premises to public supply and the installation of a meter and associated accessories,” adding that it is the exclusive responsibility of the service provider to supply such materials.

EERC confirmed it has formally notified MainPower to immediately halt the creation of new accounts for existing customers without corresponding metering.

The Commission urged affected consumers to report violations via email at info@eerc.en.gov.ng or call 09122642755 for prompt enforcement action.

EERC also encouraged unmetered customers to key into the Meter Asset Provider (MAP) Scheme, which allows subscribers to obtain meters through an upfront payment refundable under the Commission’s approved guidelines.

“Any new account created without a corresponding meter is in violation of regulatory provisions,” the statement warned.
