Strike Paralyzes Katsina State House of Assembly as PASAN Demands Unmet

Katsina, Nigeria – Legislative activities at the Katsina State House of Assembly have ground to a halt following a strike by the Parliamentary Staff Association of Nigeria (PASAN) that began on November 26, 2025.

The strike, part of a nationwide action, was triggered by the non-implementation of the Consolidated Legislative Salary Structure (CONLESS) by some state governments. PASAN’s Katsina chairman, Idris Abdulmuminu-Suleiman, confirmed on Monday that the strike has completely stalled proceedings in the assembly.

“Since the commencement of the strike, no legislative activities have taken place. Even lawmakers were prevented from entering, as our members are stationed at the entrance,” Abdulmuminu-Suleiman said.

He explained that despite repeated promises from the state government, parliamentary staff have yet to receive the salary package. The PASAN chairman noted that the issue had been included in the 2026 state budget, according to assurances from assembly leadership, but implementation remains pending.

This is not the first time parliamentary workers have protested over these issues. In October 2023, they went on strike over non-implementation of CONLESS, lack of financial autonomy, and outdated conditions of service.

The strike has thrown legislative functions in Katsina into disarray, highlighting ongoing tensions between parliamentary staff and state authorities.
