Osun Assembly Passes Bills on Marriage Registration and Water Management to Boost Social, Agricultural Reforms

The Osun State House of Assembly has passed two key bills aimed at strengthening social structures and improving agricultural productivity across the state.

The bills — the Osun State Islamic and Traditional Marriages (Registration) Bill, 2025 and the Osun State Water Users’ Association (Irrigation) Bill, 2025 — were passed during plenary on Thursday at the Assembly Complex in Osogbo, following the adoption of House Committee reports and clause-by-clause consideration of their provisions.

In a statement signed by Olamide Tiamiyu, Chief Press Secretary to the Speaker, Rt. Hon. Adewale Egbedun, the Assembly said the legislative actions reflect its commitment to addressing both social and economic priorities in the state.

The Islamic and Traditional Marriages (Registration) Bill, a Private Member Bill sponsored by Hon. Lawal Bamidele Rasheed, provides a legal framework for the recognition, documentation, and protection of marriages conducted under Islamic and traditional rites within Osun State.

“This legislation respects our cultural and religious values while ensuring that all marriages within Osun State are duly recognised and protected under the law,” the statement read.

The Osun State Water Users’ Association (Irrigation) Bill, an Executive Bill, establishes a legal and institutional framework for the creation and management of Water Users’ Associations (WUAs) to oversee irrigation systems throughout the state.

According to the Assembly, the law is designed to empower farmers and rural communities to manage irrigation infrastructure sustainably, improve water-distribution efficiency, and enhance crop yields and food security.

Both bills, the statement added, will now be prepared in clean copies and transmitted to Governor Ademola Adeleke for assent.
