The Lagos State House of Assembly has begun legislative work on a bill to create a comprehensive legal framework for a state-owned railway corporation, signaling a major step toward revolutionizing transportation in the state.
The proposed law, titled “A Bill for a Law to Establish the Lagos State Railway Corporation and for Connected Matters, 2025,” aims to build a structured foundation for an efficient, modern, and sustainable rail transport system.
Speaking at a one-day public hearing on the bill held on Wednesday, the Speaker of the House, Rt. Hon. Mudashiru Obasa—represented by the Deputy Speaker, Hon. Mojisola Meranda—said the initiative reflects the government’s firm commitment to modernizing transportation infrastructure and improving residents’ quality of life.
“This proposed legislation represents yet another bold and visionary step in the Lagos State Government’s efforts to enhance the welfare and quality of life of its people,” Obasa stated.
He added that railway transportation remains a vital part of modern infrastructure—ensuring safe, affordable, and eco-friendly movement of people and goods while boosting trade, commerce, and overall economic growth.
The Speaker further explained that Section 26 of the bill provides for the appointment of an Inspector of Railways, who would be responsible for conducting regular inspections, offering professional guidance, and ensuring the safety and operational integrity of rail services.
In his remarks, the Chairman of the House Committee on Transportation, Hon. Temitope Adedeji, described the bill as both timely and essential, considering Lagos’s growing population and the urgent need for a reliable, modern transport system.
“With the state standing at a pivotal point in its infrastructural and economic development, establishing a strong legal and institutional framework for railway operations is not just necessary—it’s overdue,” Adedeji said.
