
ABUJA – The Federal Government has introduced a new operational framework to strengthen the reintegration of former terrorists and other individuals involved in armed violence as part of efforts to promote lasting peace and improve security across the country.
The National Coordinator of the National Counter Terrorism Centre (NCTC), Office of the National Security Adviser, Maj. Gen. Adamu Laka, announced the initiative on Monday during the National Validation Workshop on the Standard Operating Procedures (SOPs) for Disarmament, Demobilisation and Reintegration (DDR) held in Abuja.
The framework will be implemented at the federal level and piloted in Kaduna, Katsina and Zamfara states.
According to Laka, the new SOPs are designed to translate the National DDR Framework into practical guidelines that will ensure a coordinated, transparent and accountable implementation of the government’s reintegration programme.
He explained that the initiative forms part of Nigeria’s broader strategy to address insecurity through non-military approaches while supporting sustainable peace and stability in communities affected by conflict.
“The Standard Operating Procedures have been developed through extensive consultations and draw upon national experiences, international best practices and the unique realities of the Nigerian context,” Laka said.
He noted that the framework clearly defines the responsibilities of participating institutions, strengthens collaboration among security and civilian agencies, and establishes uniform standards for implementing reintegration programmes nationwide.
Laka added that the Federal Government recognised that a policy framework alone was insufficient to guide implementation, making the development of detailed operational procedures necessary to ensure the programme achieves its objectives.
The new framework is expected to improve coordination among relevant agencies while enhancing accountability and consistency in the implementation of disarmament, demobilisation and reintegration efforts across Nigeria.
