The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of Mr. Garuba Mohammed Duku, a retired Director of Finance and Administration with the Abuja Metropolitan Management Council (AMMC), under the Federal Capital Territory Administration (FCTA), for corruption and money laundering involving ₦318 million.
Justice James Omotosho of the Federal High Court, Abuja, found Duku guilty on a six-count charge filed by the Commission (Suit No: FHC/ABJ/CR/608/2022) and sentenced him to 24 years in prison — four years for each count — with an option of a ₦1.6 billion fine. The sentences are to run concurrently.
ICPC investigations revealed that between 2012 and 2013, Duku fraudulently diverted ₦318,250,000 belonging to AMMC into his personal Fidelity Bank account. The diverted funds included multiple fraudulent payments of ₦56.25 million, ₦71 million, ₦53 million, ₦54 million, ₦46 million, and ₦36.3 million, which he funneled through Bureau de Change operators for unauthorized purposes.
The court held that ICPC successfully proved beyond reasonable doubt that Duku’s actions breached government financial regulations and constituted criminal misconduct. His defense — that the funds were meant for his superiors — was dismissed for lack of evidence.
Justice Omotosho, in delivering judgment, emphasized that the evidence presented by the Commission left no doubt as to the defendant’s guilt.
ICPC described the conviction as a reaffirmation of its resolve to ensure accountability among public officers and bring corrupt individuals to justice.
