Russian President Vladimir Putin extended congratulations to U.S. President Donald Trump on his inauguration, expressing optimism for improved relations and constructive dialogue between Moscow and Washington.
Speaking during a rare televised meeting of Russia’s Security Council on Monday, Putin underscored his readiness to engage on critical global issues, including the conflict in Ukraine and nuclear arms control.
“We see the statements by the newly elected president of the United States and members of his team about the desire to restore direct contacts with Russia,” Putin said.
The Russian leader also welcomed Trump’s expressed commitment to preventing global conflict. “We also hear his statement about the need to do everything possible to prevent World War Three. We, of course, welcome this attitude and congratulate the elected president of the United States of America on taking office,” he added.
Optimism Amid Caution
The Kremlin’s cautious optimism stems from Trump’s statements indicating a potential thaw in U.S.-Russia relations, which have reached their lowest point since the Cuban Missile Crisis in 1962. However, Russian officials privately acknowledge that the complexities of U.S. policy could temper these hopes.
Focus on Ukraine Conflict
Addressing the ongoing war in Ukraine, Putin stressed the need for sustainable solutions over temporary ceasefires.
“The goal should not be a brief ceasefire or a period of respite that allows for regrouping and rearmament, but a long-term peace based on respect for the legitimate interests of all people and peoples in the region,” he said.
Putin reiterated Russia’s stance on territorial claims, a significant sticking point that Ukraine and its Western allies firmly reject. Meanwhile, Trump has pledged to end the conflict swiftly, though he has not provided specific details on how he plans to achieve this without compromising U.S. and allied positions.
Nuclear Arms Control Talks
Putin also expressed willingness to discuss nuclear arms control, highlighting the importance of renewing the New Strategic Arms Reduction Treaty (New START), which is set to expire on February 5, 2026. This treaty is currently the only remaining framework regulating the nuclear arsenals of the world’s two largest nuclear powers.
