Rivers State Governor, Siminalayi Fubara, has unveiled the 2025 Appropriation Bill, proposing a record N1.188 trillion budget. Presented to the State House of Assembly, this “Budget of Inclusive Growth and Development” marks a substantial rise from the 2024 budget of N800 billion, underscoring the administration’s commitment to infrastructure, economic growth, and improved living standards.
The proposed expenditure comprises:
Recurrent Expenditure: N462.25 billion
Capital Expenditure: N678.08 billion
Planning Reserve: N35.69 billion
Closing Balance: N12.93 billion
The recurrent-to-capital expenditure ratio is 44:56%, reflecting the administration’s balanced focus on infrastructure and human capital development.
Over N195 billion is allocated to completing ongoing road projects and launching new ones, with additional funds directed towards modernizing public transportation across the state. Nearly N31 billion will support agricultural transformation, including youth participation through land preparation and access to improved resources.
In education, N63 billion will be invested to improve learning environments, rehabilitate schools, and provide free basic education. N97.75 billion will be dedicated to healthcare projects, including the construction of hospitals and the enhancement of the Rivers State University Teaching Hospital.
Approximately N15.4 billion is allocated for youth and gender empowerment, sports development, and social inclusion, while the energy sector will benefit from investments in electrification projects and solar-powered streetlights in key areas.
The 2025 budget will be funded through FAAC allocations, Internally Generated Revenue (IGR), statutory allocations, VAT, mineral funds, and refunds. Governor Fubara highlighted the state’s remarkable IGR performance, which has increased by N100 billion over 2023, emphasizing fiscal transparency and accountability.
