The Lagos State Government has announced the official commencement dates for seven newly enacted laws signed into effect by Governor Babajide Olusola Sanwo-Olu, setting the stage for sweeping reforms in public safety, governance, and institutional development.
In a statement issued by the Ministry of Justice and signed by its Director of Public Affairs, Mrs. Grace Alo, the government disclosed that five of the laws took effect on February 19, 2025, while the remaining two will come into force on August 4, 2025. According to the Ministry, the phased implementation is a strategic move to ensure adequate public awareness, institutional readiness, and the deployment of necessary infrastructure to support the effective enforcement of these new legal frameworks.
Among the laws that became operational in February are the Lagos State Fire and Rescue Service Law, which establishes a modern legal structure to improve fire safety and emergency response; the Lagos State Law Enforcement Training Institute Law, designed to professionalise law enforcement through structured training and certification; and the Human Organ Harvest and Tissue Transplantation Law, which regulates organ donation and transplantation with strict penalties for illegal activities. Also effective from that date are the Consumer Protection Agency Law, which creates a dedicated agency to protect consumer rights and enforce fair business practices, and the Victim Assistance and Witness Protection Law, aimed at safeguarding crime victims and witnesses to encourage cooperation with law enforcement.
The two laws scheduled to commence on August 4, 2025, include the Local Government Administration Law, 2025, which introduces reforms to enhance accountability and transparency at the grassroots level, and the Lateef Jakande Leadership Academy Law, 2025, which establishes a leadership programme to nurture young professionals for future roles in public service. The academy is named in honour of the late former governor of Lagos State, Alhaji Lateef Jakande.
The Ministry of Justice urged all government agencies, departments, and the general public to take note of these dates and prepare for full compliance. Mrs. Alo emphasized that the new laws reflect the Lagos State Government’s commitment to strategic and transformative governance, noting that they will have far-reaching effects across critical sectors.
“From emergency services and consumer protection to justice delivery and leadership development, these laws represent the government’s deliberate efforts to drive sustainable reform and improve the quality of life for residents,” she stated.
With this latest legislative milestone, Governor Sanwo-Olu’s administration continues to strengthen its reform agenda and position Lagos as a model of effective, people-centered governance.
