ICPC Arraigns Water Ministry Staff for N2.8m Payroll Fraud

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned Mr. Oseni Adeolu Olayinka, an Executive Officer at the Federal Ministry of Water Resources, Abuja, on a three-count charge of money laundering.

Olayinka was brought before Justice Obiora Egwuatu at the Federal High Court, Maitama, Abuja, on Thursday, over allegations of fraudulently adding his wife and son to the Ministry’s Integrated Personnel and Payroll Information System (IPPIS) to siphon millions of naira.

According to the charge sheet, marked FHC/ABJ/CR/584/2024, the ICPC accused Olayinka of receiving N2,843,524.41 through his wife’s Stanbic IBTC Bank account, funds allegedly obtained from unlawful activities between January 2023 and April 2024.

One of the counts reads: “That you, Oseni Adeolu Olayinka, between January 2023 and April 2024, indirectly took possession of N2,843,524.41 through the Stanbic IBTC Bank account belonging to your wife, Mrs. Mngohol Christiana Agaku, which you reasonably ought to have known was proceeds of corruption, thereby committing an offence under Section 18 (2)(d) and punishable under Section 18 (3) of the Money Laundering (Prevention and Prohibition) Act, 2022.”

Olayinka pleaded not guilty to all charges. His counsel, Paul Asimiakeokha, filed for bail on liberal terms, which was unopposed by prosecution counsel, C.K. Igwedibia.

Justice Egwuatu granted bail at N5 million with a surety who must be a federal civil servant of at least Grade Level 12. The surety is required to present valid employment and promotion letters and own verifiable landed property in Abuja.

The case has been adjourned to April 29 for the commencement of trial.
