Rivers State Administrator, Vice Admiral Ibok-Ete Ibas (retd.), has reaffirmed his administration’s commitment to entrenching good governance through institutional reform, professional development, and a results-driven public service.
Speaking on Monday in Port Harcourt at the opening of a four-day Transformational Leadership Training Workshop for Sustainable Development, Ibas emphasized the need to build a strong governance culture that would benefit both present and future generations.
The workshop, organized by the Rivers State Government in collaboration with the National Institute for Policy and Strategic Studies (NIPSS), brought together top-level public servants, including Permanent Secretaries, Local Government Administrators, and Directors from various ministries.
“This administration is committed to building strong institutions, promoting efficiency, and fostering a results-driven public service,” Ibas said. “We are laying the foundation for a culture of good governance—one that will serve not just the present generation but also those to come.”
Highlighting the importance of the training, Ibas said it was not merely about improving systems but inspiring a cultural shift within the public service—anchored on excellence, accountability, and innovation.
“This training is designed to equip you with the tools and insights necessary to lead through complexity, champion reforms, strengthen local government autonomy, and deliver meaningful results to our communities,” he told participants.
He also stressed the necessity of continuous and relevant capacity building to break cycles of stagnation and foster a more dynamic and responsive public service.
Director-General of NIPSS, Professor Ayo Omotayo, described the workshop’s theme, “Transformational Leadership for Sustainable Development”, as timely and strategic.
“This course is meticulously designed to bridge leadership gaps and equip participants with contemporary strategies for collaborative governance,” Omotayo stated. “We commend the Rivers State Government for its dedication to sustainable economic growth, infrastructure renewal, and social development—all of which require leadership excellence at all levels.”
The leadership initiative is part of Rivers State’s broader reform agenda aimed at transforming public institutions and improving service delivery across the state.
