EU Hits Russia with New Sanctions

The European Union has approved a fresh wave of sanctions against Russia, intensifying pressure on Moscow as it continues to reject calls for a ceasefire in Ukraine.

This 17th package of sanctions — endorsed on Wednesday by EU diplomats representing the bloc’s 27 member states — targets Russia’s so-called “shadow” oil fleet and companies aiding its military efforts.

Set for formal adoption on Tuesday, the new measures include blacklisting approximately 200 oil tankers suspected of helping Russia bypass existing restrictions on crude exports. The EU is also imposing sanctions on companies based in Vietnam, Serbia, and Turkey for allegedly supplying goods to the Russian military.

Additionally, dozens of Russian officials will be added to the nearly 2,400 individuals and entities already facing EU-imposed visa bans and asset freezes. Other targets include those accused of involvement in cyberattacks, human rights abuses, and acts of sabotage on European soil.

While EU officials acknowledge the latest package is more limited than previous rounds — due to increasing difficulties in reaching consensus — leaders have threatened significantly harsher measures if Moscow fails to respond to renewed peace efforts.

German Chancellor Friedrich Merz warned Russia on Tuesday of “massive sanctions” should it ignore a U.S.-backed 30-day ceasefire proposal. He urged Russian President Vladimir Putin to meet with Ukrainian President Volodymyr Zelensky for peace talks scheduled in Istanbul on Thursday.

U.S. President Donald Trump has expressed willingness to attend the talks if both leaders are present, but the Kremlin has yet to confirm Putin’s participation.
