Borno State Governor Presents ₦584.76 Billion 2025 Budget of Recovery and Continuity

Borno State Governor, Professor Babagana Zulum, has presented the 2025 budget, titled the “Budget of Recovery and Continuity,” with a total sum of ₦584.76 billion. The budget is focused on consolidating developmental gains in health, education, and economic recovery, alongside investments in security, infrastructure, and social services.

The budget allocates ₦380.84 billion for capital expenditure and ₦203.92 billion for recurrent expenditure. It will be funded through the Federation Account Allocation Committee (FAAC) revenue of ₦311.70 billion, Internally Generated Revenue (IGR) of ₦30.09 billion, and Capital Receipts of ₦237.96 billion, which include aid, grants, and the Capital Development Fund.

The health sector will receive ₦89.97 billion, accounting for 15.39% of the total budget. Plans include constructing an orthopaedic hospital in Maiduguri, establishing new general hospitals across the state, and rehabilitating hospitals in Baga and Mulai. The completion and commissioning of the Borno State University Teaching Hospital and the expansion of the State Health Insurance Scheme for civil servants and vulnerable citizens are also key projects.

For education, ₦69.81 billion has been allocated. Key initiatives include establishing a Second Chance School, constructing five additional Mega Schools and five Mega High Islamic Schools, and rehabilitating facilities in 50 schools statewide.

The government has set aside ₦10 billion for food procurement to address food insecurity. It also plans to cultivate 100,000 hectares for rain-fed farming and 50,000 hectares for irrigation, with investment in large-scale Firgi farming. Efforts will be made to stimulate local economic activities, support small businesses, and attract investment.

An allocation of ₦22 billion is dedicated to victim support and reconstruction of damaged infrastructure, including roads, bridges, schools, and healthcare facilities. Major projects include the establishment of the Maiduguri Dry Port, dualization of a 7.1km stretch of the Maiduguri-Biu Road, construction of a 6-span bridge across the Ngaddabul River, and modernization of Borno Radio and Television (BRTV).

Governor Zulum reaffirmed his commitment to addressing key challenges, such as clearing pension and gratuity backlogs and implementing the ₦72,000 minimum wage for civil servants and teachers, which has already commenced. Despite the impact of flood disasters, the government remains focused on ensuring the welfare of pensioners and the state’s stability.

Speaker of the Borno State House of Assembly, Hon. Abdulkarim Lawan, praised the budget’s focus and announced the passage of 12 laws to enhance governance and improve citizens’ lives. He commended Governor Zulum’s efforts in resettling Boko Haram insurgency victims and noted the strong cooperation between the executive and legislature.

The 2025 budget underscores Borno State’s commitment to recovery, development, and continuity in addressing the needs of its people.
